It is situated by the entry gate to a former barracks, in the vicinity of public administration buildings (the District Governor’s Office and the National Archive) and multi-family housing. Farther in the vicinity of the property is the Karkonosze National Park.
The property has access to traffic on the side of Kazimierskiego Street, which is to be handed over to the Jelenia Góra Commune.
The property with a total area of 0.4935 ha consists of plots marked in the survey as plots no.:
- 1/37, AM-3, the 28 precinct, with an area of 0.1692 ha,
- 1/38, AM-3, the 28 precinct, with an area of 0.3243 ha,
On the property, there is a three-storey office building with basement and usable attic, from 1935. The total usable area of the building is 3,642.10 m2. The building is located on two plots, where:
- one part of the building, with an area of 2,182.90 m2 located on plot no. 1/37, AM-3, the 28NE precinct, has been modernised for use as an office premises and housed a Military Draft Office,
- the other part of the building, with an area of 1,459.20 m2 is located on plot no. 1/38, AM-3, the 28NE precinct. In this part, there is a gas-fired boiler room.
On the property, there are also other structures, including, e.g., a permanent fence, street lights, pavement.
There also run transmission networks through the plot, which are not the subjects of the sale: water supply, sewage, gas and telecommunications networks, and an overground power networks with two 20kV transmission line supports. The water supply and sewage networks are currently the subjects of a lease agreement signed with the Przedsiębiorstwo Wodociągów i Kanalizacji WODNIK Ltd. on 15.09.2011.
The property is accessed from Kazimierskiego Street. The property is burdened with free land easement in the form of the right to access the telecommunications infrastructure (i.e. the telephone, telecommunications cable and optic fibre ducts), for on-going maintenance, repairs and expansion of the networks.
There is a need to establish right-of-way easement on plots no. 1/37 and 1/38, AM-3, the 0028 precinct, necessary for each and every owner of plot no. 1/36, AM-3, the 0028 precinct, and all of its successors in title.
The plots are entered in the land and mortgage register no. JG1J/00090016/0.
A small portion of the property is included in the local land development plan for the areas located at Grunwaldzka and Podchorążych Streets in Jelenia Góra (passed by Resolution no. 475/XL/2005 of the Jelenia Góra City Council of 15.11.2005, published in the Official Journal of the Lower Silesian Voivodship n. 261, item 4597, from 27.12.2005), and its intended use are services and commercial premises (U, DG 2), and internal access roads (KDWD-1). The majority of the property in question is located in an area excluded from the plan, in closed-off areas. The Military Property Agency has submitted a request to include the above-mentioned plots in the plan, defining their intended use as: „MW,U – multi-family housing premises / service premises.”
