1. What type of properties are managed by the Military Property Agency?

Agency manages all types of properties withdrawn from the Armed Forces of the Republic of Poland and the Ministry of Internal Affairs and Administration. Those include both real property (barracks, firing grounds, air fields, storehouses, bunkers, forts, police stations, etc.), as well as movables, i.e. equipment and articles of daily use.


2. How can I buy real property from the Military Property Agency?

Real properties are offered for sale by auction or without a tender procedure. A primary form of an auction practices in the Agency is public oral bidding. Sale without a tender procedure is applied to entities mentioned in Article 37.2 of the Real Property Management Act of 21 August 1997. 3. Does the Agency lease out real property?

Apart from selling, the Agency may dispose of a real property by leasing it out,  bringing it as contribution in kind to companies, renting, letting it out for permanent management or perpetual usufruct, and otherwise as justified by rational management from the viewpoint of the interests of the State Treasury.


4. Is the right to manage former military property reserved for the Agency?

The MPA is the sole entity authorized to take over and dispose of the property withdrawn from the Ministry of National Defense and the Ministry of Internal Affairs and Administration. Since establishment of the MPA the army has had no right to sell its own property on the free market. The Military Housing Agency – a separate institution subordinated to the Ministry of National Defense – manages military housing resources.


5. In my locality there is a property that was previously owned by the army. Where can I get information who is the present owner and what are the plans for its future use?

The simplest way would be to search the Register of Land and Buildings kept by the local authorities (Starostwo Powiatowe or Urząd Gminy). If the Military Property Agency is entered in the Register as the real or beneficial owner – it is recommended to get in touch with the local MPA office appropriate for the address of the property. 6. Whom should I contact to learn of the details concerning a specific property?

The most appropriate contact will be the staff of the property management division or the marketing section of a given regional office. They are responsible for the management of the property and direct contact with the interested persons. Telephone numbers and e-mail addresses may be found on the “Contact” subpage to our website.


7. Has the Agency any say as to the possible uses of the properties under its management?

Taking over properties the Agency performs all necessary legal deeds, commissions out property valuation and a feasibility study concerning, among other things, the optimal use of the property in the future. On these grounds, applications are field with local authorities (Urząd Gminy) for securing appropriate entries in the spatial development plan that are optimal from the viewpoint of the interests of the municipality, the Agency, and the potential buyer. Such a procedure makes the Agency to be perceived as a stimulator for local development of the areas where the properties under its management are located.


8. Where can I find the up-to-date list of the properties offered by the MPA? How is the information on invitations to tender publicized by the Agency?

We present the properties offered on MPA’s website, as well as at fairs and conferences relating to real property and immovables. Major events of this type, held annually, include: MIPIM, CEPIF, REFE, EXPO REAL, MSPiO. Apart from that, we present the properties in periodically updated catalogues and folders as well as various brochures available in the Head Office and regional offices of the MPA.     

Depending on the value of the property invitations to tender are published in local, regional or national newspapers. Each time a notice is placed on our website in the section – “Real Property”- “Auctions”.


9. Does the Agency sell former military equipment by mail?

The Agency does not sell by mail. Equipment may be purchased only:

  • through unrestricted auctions (oral),
  • in direct sale shops organized by regional offices.


10. Is it possible to buy licensed equipment as collector’s items, for instance: firearms, guns, tanks, fighter planes?

Licensed equipment may be bought as collector’s items by persons holding a license for  purchasing and trading in special equipment. Licenses are issued by the Ministry of Internal Affairs and Administration at the request of the interested person.


11. Who sells licensed equipment?

Licensed equipment is sold by the Unit for the Management of Movables and Special Trade of the MPA. Individual items are sold through public auctions or negotiations with entities holding licenses for purchasing and trading in special equipment.


12. Where one can find the updated list of movables offered for sale?

The updated list of movables offered for sales is available:

  • on www.amw.com.pl website, in the section “Movables” – “Auctions” and “Direct Sale”,
  • in national or local daily press – if movables are sold by auction (announcements are published at least 14 days before the date of auction),
  • in the units for the management of movables and marketing of the Agency’s Head Office and regional offices.

     
13. Is it possible to obtain movables from the Agency gratuitously (e.g. as a donation)?

Pursunat to the applicable law the Military Property Agency may not make donations.


14. Is it possible to buy movables directly from army units?

No. Movables that have been deemed redundant are transferred by army units to the Military Property Agency, which is exclusively authorized to sell them.


15. Is it possible to obtain from the Military Property Agency instruction manuals (e.g. concerning the design and operation) for the equipment taken over from the army?


There is no such possibility. Requests concerning this matter should be addressed to the Ministry of National Defense.
